Oracle Service Registry Will Not Function After Upgrading Oracle Application Server to 10.1.3.5 (Doc ID 988084.1)

Symptoms

When installing Oracle Service Registry 10.1.3.1 or 10.3 into an Oracle Application Server 10.1.3.5 instance, or when patching an instance that has OSR 10.1.3.1 or 10.3 already installed to 10.1.3.5, when any attempt is made to access the main page of the registry (http://servername:port/registry/uddi/web) the following error is returned to the browser:
