Symptoms

Searching for Domain Organization is possible, but it is not possible to create a organization using "Delegated Administrator for Messaging" software that is bundled with Messaging Server 5.2.

This article is about DA 1.x which shipped with Messaging 5.x and applies to Schema 1.
