The PublishingRepository (found at /atg/epub/PublishingRepository) is used by a Content Administration (CA) server to hold info about projects, processes, workflows, workflow states, pending deployments, and target definitions.
When you enable "liveconfig" for a CA server (which you should do), many of the item-descriptors in the PublishingRepository have their cache-mode set to "locked".  This forces the repository API to request a lock through the ClientLockManager (CLM) which will send this request to the ServerLockManager (SLM) before granting access to items of these types.  This is necessary if there are multiple (or "clustered") CA servers to ensure the caches of these items on each CA server are accurate.

Symptoms

Initial page load (of main BCC tasks/project page) after login is slow.
In the BCC Admin Console, the display of the completed projects tab is slow.
