Port already in use BindException error Inquira start fails (Doc ID 1039933.1)

Briefly describe the symptoms of the problem. Remember to delete any customer specific information

When starting one of the inquira services the log shows a Port already in use error and then terminates the process.  Here are a couple example errors:

IM shutdown port already in use:

INFO: Starting Coyote HTTP/1.1 on http-8223
Mar 28, 2012 11:34:16 AM org.apache.catalina.storeconfig.StoreLoader load
INFO: Find registry server-registry.xml at classpath resource
Mar 28, 2012 11:34:16 AM org.apache.catalina.startup.Catalina start
INFO: Server startup in 38323 ms
Mar 28, 2012 11:34:16 AM org.apache.catalina.core.StandardServer await
SEVERE: StandardServer.await: create[8009]: Address already in use: JVM_Bind

JMX port in use:

If set up this way, only one instance under this install will be able to start. Subsequent instances will fail on start up with an error such as:

--> Wrapper Started as Service
Launching a JVM...
Error: Exception thrown by the agent : java.rmi.server.ExportException: Port already in use: 2222; nested exception is: Address already in use: JVM_Bind
JVM exited while loading the application.
There were 1 failed launches in a row, each lasting less than 300 seconds. Giving up.
There may be a configuration problem: please check the logs.
