eaccmd nested exception error: java.net.ConnectException: Connection refused: connect (Doc ID 1042116.1)

Symptoms

On Release 5.x eaccmd commands and scripts that interface with the Endeca Application Controller (EAC) fail with an error message similar to the following:

An error occurred while trying to create the application;
nested exception is: com.endeca.esf.shared.EsfException: java.rmi.ConnectException: Connection refused to host: 127.0.0.1;
nested exception is: java.net.ConnectException: Connection refused: connect

Changes

This error has been seen in, but is not limited to the following instances:

- Manager service was not started.

- The wrong EAC port was specified in the command.

- The machine had switched IP addresses and the internal JCD had held onto the old IP address.
