Symptoms
On : 5.5.1 version, Install, Migration, Upgrade
When attempting to configure CCG component, where CCG Home is installed on 11.x database
the following error occurs in the Create Functions On Target job :
SQL> exec apsdply_pkg.deploy_apps(1516);

ORA-29471: DBMS_SQL access denied
ORA-06512: at "AMHOME.AM_ATTRIBUTES_PKG", line 191
STEPS

The issue can be reproduced at will with the following steps:
1. Install CCG 551 on 11.x database
2. Run Configure Agent
3. Run Configure CCG component.
