Case Characteristic Sequence Numbers Being Set Randomly For Required Characteristics

During Conversion process, the Characteristics which are defaulted on the Case Type CMCACTCLCTNS are created with randomly high sequence numbers.

These Characteristics are all Pre-defined with two possible values, TRUE and FALSE and are created as FALSE by default. There are 4 such Characteristics defined on the Collections Case and each of them defaults to FALSE. The sequence numbers for these characteristics is all over the grid, starting from ‘4’ and going to be as high as ‘999’. Given the fact that all of the Collections Cases are created by the C1-ODET batch job, the same piece of code creates all of these Cases but with such huge variation in the sequence numbers.
