Symptoms

12.1.1 on APS destination instance in a decentralized installation with CU4 9058835 or higher applied.
OR
12.1.2 APS destination instance with EBS Source on R12.0.4/12.0.6 or 11.5.10

MSCFINST - Try to create new instance, and get the following error:
ORA-14313: Value 84 does not exist in partition ST_CALENDAR_DATES_DEF
ORA-06512: at line 1
ORA-06512: at "APPS.MSC_APPS_INSTANCES_T1", line 10
ORA-04088: error during execution of trigger 'APPS.MSC_APPS_INSTANCES_T1'
