Impossible To Create An Access Control Group For Account Group Under Brand

Information in this document applies to any platform.
The documentation says that Configuration center is able to create the access control group for a specific brand or account group, including customer accounts.
However able to see only brands in the Configuration Center, but no account groups.
### Steps to Reproduce ###
1.) Create a brand
2.) create a billing account group in brand
3.) Log in to Brand manager and account group is not visible.
