DUPLICATE BALANCE GROUP PROBLEM

Duplicate Balance groups causes problem and the system is not recognizing all non-currency resources of an account.
More serious is problem with rating - non-currency resource which are not visible through Customer Center are also not used by rating - therefore although account has free minutes calls are fully charged without any discount. Also, other resource based rating features result with incorrect price.
2.Add non-currency resources
3. Move account to hierarchy
Moving account to hierarchy causes creation of new balance group.
4. Open Balance Tab and check non-currency resource amount
