Invalid XML Characters Procedure For Invalid NE Responses

Symptoms
The NE Response contains invalid XML characters that is not accepted by the BEA WLS - ASAP JSRP component. The BEA WLS server will loop until these characters are handled or removed from the system
and eventually consume all the resources until the characters are removed and the BEA WLS is restarted
and ASAP stops sending the message for the particular work order that contains the invalid characters.
