ISSUE:

If a new study doesn't have production patient, the study isn't shown in RDC Test Mode. This behavior started after applying the patch 4.5.3.21.
STEPS TO REPRODUCE:
-----------------------------
* Create a study, but don't assign any Patient Position.
* Connect to RDC Test Mode.
* Click on Study and Site and the study doesn't appear in the list.
