User received  "java.lang.NullPointerException", when the following methods were invoked:
com.metasolv.cartridge.oss.cmvt_mms_3_5_x.api.SubscriberProvisioningCommand
com.metasolv.cartridge.oss.cmvt_mms_3_5_x.prov.SubscriberProvisioning


### Steps to Reproduce ###
1. Deploy COMVERSE_MMS_3_5_X_R1_0_0.sar
2. Fire the order, which is invoking A_XXXX_COMMMSC_QRY_SUBSCRIBER-MMSC-ALL ASDL
