CDXDBA Utility does not Complete Successfully When Creating the Folders to Hold Setup and Data Files for the Database - CCB (Doc ID 1060712.1)

Symptoms

When installing Oracle Utilities Customer Care and Billing v2.3.0 on Windows Server 2008, when trying to create the database using CDXDBA.exe script the process does not complete successfully.

Instead the CDXDBA utility fails with the following error:

"Creating the folders to hold setup and data files for the database
Creating Service for the databaseDIM-00014: Cannot open the Windows NT Service Control Manager.
O/S-Error: (OS 5) Access is denied.
DIM-00077: Failed to change service configuration.
O/S-Error: (OS 5) Access is denied."
