OFSAA 7.1/5.1 Install Fails to Create ETLrepository.xml File (Doc ID 1061917.1)

Symptoms

When attempting to install Profitability Management and Funds Transfer Pricing 5.1, the following error occurs in the SolutionsLOG.log file:
