UNABLE TO START "ELECTRONIC SUBMISSION MANAGER" SERVICE

Symptoms

User is not able to start the ESM service. After they click on the Start button, user gets the following message on an pop up window.
"The electronic submission manager service on local computer started and then stopped. Some services stop automatically if they have no works to do, for example , the Performance logs and alerts service."
