During Account Creation, The Resource VALID_TO Is Set Incorrectly

Symptoms
Resource validity granted during account creation is not set correctly. In product configuration, if the resource's start_date = immediate and end_date = 7 billing cycles after account creation, the valid_to for resource (non-currency) is set to end of current billing cycle (not to after 7 billing cycles).
Steps to reproduce:
- Create a product with cycle forward and balance impact for resource set to 7 billing cycles
- Create an account with the product
- Verify the validity of the resource changed by the pcm_op_bal_change_validity opcode
- Create a product with cycle forward and balance impact for resource set to 7 billing cycles
- Create an account with the product
- Verify the validity of the resource changed by the pcm_op_bal_change_validity opcode
Changes
In handle_system_events, if the scale is zero, set to the original valid_to of the bucket.
