GPS Query Server is Unable to Make a Connection and GPSQuery.log Indicates "Socket error: 10048" (Doc ID 1064991.1)

Symptoms

The GPS Query server is unable to make socket connections.  The server was restarted and the "Netstat -a -o" command results do not indicate the socket/port is in use.   The DHTAVLTK table is empty.  The GPSQuery log snippet appears as follows:
