MetaSolv Solution Application (tbs.exe) Will Not Start Receives Error: " The application failed to initialize properly(0xc0000005)"

The MetaSolv Solution application (tbs.exe) errors and terminates immediately after double-clicking the tbs.exe file. Below is the error message test displayed:
The application failed to initialize properly(0xc0000005). Click on OK to terminate the application
The behavior occurs after applying Symantec Endpoint Protection RU5. The behavior applies to all versions of MetaSolv Solution.
