When Using The High Level Resource Planning Spreadsheet, The Resource Histogram Will Not Automatically Summarize To Match The Allocation Provided In The High Level Resource Planning Section Of The Web

When updating the allocation for a resource in the high level resource spreadsheet, the allocation does not change when reviewing the resource histogram without manually summarizing the project. This happens even when selecting the 'Automatically Summarize on leaving spreadsheet' option from the customize menu in the planning section.
The issue can be reproduced with the following steps:
1. Go to the high level resource planning option in the web using the Project drop-down.
2. Change the allocation for a given resource.
3. Go to the resource histogram for that resource.
