Goal

pin_clean_rsvns is not able to remove the expired reservation. Calling PCM_OP_RESERVE_RELEASE manually gives errors in cm.pinlog.

The steps to reproduce:
1. Call PCM_OP_TCF_AAA_AUTHORIZE
2. Call PCM_OP_TCF_AAA_UPDATE_AND_REAUTHORIZE
3. Call PCM_OP_TCF_AAA_CANCEL_AUTHORIZATION.
