Network System Design AutoBuild Wizard "Out of Memory" errors and slow performance (Doc ID 1068040.1)

Users may report slow performance opening some Sonet rings in Network System Design.  The times may exceed 5 or more minutes.

Users may report "Out Of Memory" errors or slow performance for some circuits using the Network System Design AutoBuild Wizard ("Autobuild" function).  The "Out of Memory" error may occur at any time during the process, but typically occurs after clicking the Next button on the "How Many Facilities" window (3rd screen of the Autobuild Wizard). The application crashes after acknowledging the errors.

Error text: Out of Memory
Error text: Insufficient memory to continue.
Users may also report the following errors opening the Sonet Ring.
Error text: A database error has occurred. The error message is: Error - No SQLCA defined. The SQL statement that caused the error is: SELECT NVL(TOTAL_CIRCUIT_MILES, 0) FROM ASAP.CIRCUIT WHERE CIRCUIT_DESIGN_ID = ?
Error text: Unable to select connection miles.
