Data Manager account is missing the discrepancy actions RESOLVED and CLOSED in the Discrepancy Actions list even though the user has Data Management privileges.

The Action list for the discrepancy in question is only showing the following three actions:

- Send to CRA
- Send to site
- Send to classification
