Symptoms

During a failover test while starting and killing replicas multiple times, both replicas in a data tier partition went down the same time when traffic is continuously sent.

Example scenario:
- 3 engines and 2 replicas belonging to the same partition are started.
- continue to sent SIP messages to one engine during the whole test.
- kill replica1
- restart replica 1
- kill replica 2
(till here all is fine)
- restart replica2.
- now the sending engine shows Partition Unavailable Exception even if both replicas have been started and are supposed to handle SIP sessions.
