Why areRIB Messages not Published to the Topics with the Exception "oracle.jms.AQjmsException: Unable to get a physical connection from the database"?

Why are Retail Integration Bus (RIB) messages not published to the topics with the exception "oracle.jms.AQjmsException: Unable to get a physical connection from the database"?

The following exceptions also seen in the logs:

oracle.oc4j.rmi.ApplicationStoppedException: Application is not in RUNNING state

allocateConnection: javax.resource.spi.EISSystemException: Error occurred when attempting to create a JMS connection: oracle.jms.AQjmsException: Unable to get a physical connection from the database...there are no connections available

ERROR com.retek.rib.domain.getnext.service.impl.GetNextPublisherCoreServiceImpl - Unable to publish message to JMS.
com.retek.rib.collab.RibAPIException: Error from {call RMSMFM_ALLOC.GETNXT(?,?,?,?,?,?,?,?)}: [InitError] Closed Connection
