"Services are Unavailable to the Gateway" Dialog Appears on Storm Management Login and Log File Message Shows "null control zone for storm" (Doc ID 1070912.1)

Symptoms

After fixing a control zone issue, a message "null control zone for storm" is in the client Storm Management log file. 



On older releases Storm Management would also display a dialog logging in with the message "Services are unavailable to the gateway".
