Ceslogin Username Panel Not Appearing so Users Unable to Log In

Symptoms

Users are trying to log into NMS through ceslogin (motift client) but are not able because the username panel does not appear.  The ceslogin processes are hanging.

Changes

No obvious changes have been made to the system that would trigger this behavior.
