Issue In Triggering a Custom Opcode On Occurrence of a Custom Event Mapped In PIN_NOTIFY_MERGED File (Doc ID 1072705.1)

Symptoms

Unable to trigger a custom opcode on occurrence of a custom event.

Created a custom event, and on generation of the event the user is invoking a custom opcode.

Steps:
1. Add entry in pin_notify_merged file:
      100038 0 /event/changeratecustom
2. Load pin_notify_merged using load_pin_notify
3. Restart cm
Config object created successfully.

But on creation of this event /event/changeratecustom using PCM_OP_CREATE_OBJ and published
 using PCM_OP_PUBLISH_GEN_PAYLOAD, the opcode 100038 is not triggered.  This event is a
non-ratable event.
