Receiving Error Message: No Listener After Upgrading Rate Manager (Doc ID 1072915.1)

Goal


User is able to connect to database but then receives the following NO LISTENER error message.

Used parameter files:
C:\app\venkatrv\product\11.1.0\db_1\network\admin\sqlnet.ora
Used TNSNAMES adapter to resolve the alias
Attempting to contact (DESCRIPTION = (ADDRESS = (PROTOCOL = TCP)(HOST = VVENKAT
AM)(PORT = 1521)) (CONNECT_DATA = (SERVER = DEDICATED) (SERVICE_NAME = ORCL)))
TNS-12541: TNS:no listener

And the listener.ora is

LISTENER =
(DESCRIPTION_LIST =
(DESCRIPTION =
(ADDRESS = (PROTOCOL = IPC)(KEY = EXTPROC1521))
(ADDRESS = (PROTOCOL = TCP)(HOST =VVENKATRAM )(PORT = 1521))
)
)

tnsnames.ora is

ORCL =
(DESCRIPTION =
(ADDRESS = (PROTOCOL = TCP)(HOST = VVENKATRAM )(PORT = 1521))
(CONNECT_DATA =
(SERVER = DEDICATED)
(SERVICE_NAME = ORCL)
)
)

sqlnet.ora is

SQLNET.AUTHENTICATION_SERVICES=(NTS)
NAMES.DIRECTORY_PATH=(TNSNAMES)

When trying to connect through SQLPLUS it shows ORACLE NOT AVAILABLE error.
