RDCI STATUS IS WRONG WHEN MARKING A PAGE AS BLANK

Symptoms
When marking a RDCI as blank when data was initially entered the status of the page stays set to "PASS 1 COMPLETE" rather than "RECEIVED".
Steps To Reproduce
-------------------------
1. Go to RDC Onsite and open a new page (DCI contains two DCMs)
2. Check the DCI blank flag. Click on the Blank Flag tool and unblank the second section
3. Enter data and save
4. Check the DCI blank flag, save
RDCI status is now PASS 1 COMPETE but should be RECEIVED.
