'Message Dictionary couldn't open the XXLAAPPS application message file.' Error on Opening GRC Form (Doc ID 1073924.1)

Problem Statement:

On : 7.3.x version,

Issue1:

When attempting to open a GRC form for the first time after switching to GRC Controls responsibility, the following error occurs.

Error:

Application Emergency Message:

Message Dictionary couldn't open the XXLAAPPS application message file. Cannot open file $XXLAAPPS_TOP/mesg/US.msb for reading.


Issue2:

All Tool menu names on the GRC forms show internal names instead of user friendly names.


Steps:

The issue can be reproduced at will with the following steps:

1. In GRC Controls responsibility, navigate to Preventive Controls Governor > Form Rules and open it.
2. View the Tool menu names on the form Form Rules.

The issue has the following business impact:
Due to this issue, users cannot to view GRC forms.
