On : 4.5.3 version, DE Form and Surround Spreadsheet

Finding that the RDC HTML displays time stamp is not changing as per US day light saving time(DST) change.

EXPECTED BEHAVIOR
-----------------------
Expected the RDC HTML to show the Local time for the users.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Login to RDC HTML
2. Check date and time on the RDC front page

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
It is confusing users. The timestamp is clearly visible. End users do not understand why the time is wrong  and even think all timestamps in RDC are incorrect, which is not the case.
