Comverse Insight Cartridge Connection Handler Blocks Itself During NE Outage (Doc ID 1077373.1)

Symptoms

There was an unplanned outage on Comverse Insight NE platform. Three NE hosts (Comverse Insight) were down. Orders were stuck in Comverse Insight NE provisioning queue of ASAP. Once NE outage was over, orders stuck failed to process. Once NEP restarted, connection was established and stuck orders progresses normally.
