Payment Center Is Hanging When Clicking Submit Button If Regional Settings Is FINNISH/SWEDISH

Payment Center is hanging when submit button is clicked and while Regional settings is Finnish/Swedish.
The regional settings was set to Finnish or Swedish and a suspense payment of 100 Euros was made through Payment Tool. When we tried to allocate 2 Euros from that to an account , the tool hangs on clicking the Submit button in the Allocation window.
Steps to Reproduce:
1) Change the Regional Settings available in control panel to Finnish / Swedish
2) Make a suspense payment through Payment Tool
3) Open Payment Center and search for the payment
4) Allocate that payment to an account
5) Click on Submit button
6) Payment Center freezes
