MAX ORDERS IN PROGRESS RELATED TO TBL_BLACKOUT USAGE

Goal

Qn1: SARM is not processing orders because it has reached the MAX_ORDERS_IN_PROGRESS value, but all the orders in progress are for a network element that is not active due to a blackout time (tbl_blackout). We have increased the MAX_ORDERS_IN_PROGRESS twice but continue to run into this problem.

Qn2: What if we set MAX_ORDERS_IN_PROGRESS = 0 in ASAP.cfg file ?
