CONSTRAINED EDD PLAN NOT HONORING CALENDAR - RESOURCE REQUIREMENTS ARE SHOWN ON NON WORKING DAYS

On : 22.214.171.124 version, EDD Constrained planning in Test:
Users are on ASCP Engine/UI RUP#37. In their PROD environment they are using Unconstrained Plans. Now they want to start using EDD Constrained Plans. They've tested this out, but find that the lead times are not being honored properly even when there's no compression. When they check the resource requirements, it's planning some of them on non work days (Customer uses 5 on 2 off calendar). If you take into account that it's planning sometimes on non workdays, you see the lead time honored. However, it should not be planning any resource requirements on non workdays in the first place. This problem does not occur in an unconstrained plan. We also find the planned orders for supply being due earlier than some of the demand need dates. Note the following example:
Item Name = <ITEM1> (Make item with Fixed Lead Time = 12 days. Checked the routing and all resources are Lot based which confirms. Please note they do have shift times defined for these resources that span 3 shifts for 24 hours.)

For the demand it created two planned orders for supply with 0 compression days with the following sugg start and due dates:
Qty = 88.9 Sugg Start Date = 05-APR-2010 23:59:00 Sugg Due Date = 19-APR-2010 23:59:00 - This is only 10 days lead time if you exclude Saturday/Sunday which are non work days
Qty = 66.7 Sugg Start Date = 03-MAY-2010 23:59:00 Sugg Due Date = 17-MAY-2010 23:59:00 - This is only 10 days lead time if you exclude Saturday/Sunday
which are non work days
We can see resource requirements spanning into the weekend on both of these planned orders which is unexpected.
Things we tried: They do have Calculate Resource Requirements enabled in the plan run so we set profile option MSO: Use Shift Definitions When Scheduling Lead Time = Yes (was No) but it did not make any difference. NOTE: The current data files will show this profile = No at this time. If you need the set of data files with the profile = Yes we can supply them.
This looks similar to a fix in ASCP Engine/UI RUP#38 patch 8639586 which shows a fix for Bug 8542413 SUGGESTED DUE DATES ARE ON NON-WORKING DAYS MANUFACTURING CALENDER NOT HONORED. While this looks very similar to our issue, the difference is our customer has Calculate Resource Requirements enabled in the Plan options. In the bug that customer was not using this plan option as they had a 3rd party system that did this form them. So we refrained from applying the latest patch as we couldn't validate it would fix the problem for our customer at this point.
Expect when there's no compression on a make item that the full lead time will be honored and will not use non working days when calculating sugg start dates and sugg due dates
The issue can be reproduced at will with the following steps:
1. Change plan in Test from Unconstrained to Constrained EDD
2. Check plan results
3. See many items not honoring the lead time even though there are no compression days
