Usage Is Still Being Rated Even After Inactivating Service (Doc ID 1081278.1)

When we inactivate a service we expect the usage that comes after the inactivation date to go to suspense because the account has no active services, however usage that comes in after the inactivation date continues to be rated successfully and accumulates to billing in progress

Steps to reproduce the problem

1) Create an account on 28 October 2009
2) Pass usage to make sure it is being rated successfuly
3) Inactivate Service via Customer Centre on 29 October 2009
4) Pass usage on 30 October 2009 and usage continues to be rated successfully
