Users are unable to change their passwords. The following errors are presented:

FRM-40735 WHEN-BUTTON-PRESSED trigger raised unhandled exception ORA-00922.
ORA-00922: missing or invalid option
ORA-06512: at "SYS.DBMS_SYS_SQL", line 826
ORA-06512: at "SYS.DBMS_SQL", line 39
ORA-06512: at "AERS.AERSWW_PORTALIF", line 2965


ORA-20300: Portal API change password failed. Check password complexity. error:
ORA-0651: at "AERS.SERVERERROR",line 377
ORA-06512: at "AERS.AERSWW_PORTALIF", line 2950
