Symptoms

A. When attempting to run ECC plan, Memory Based Planner is error out with very little information in the log file MSCNEW:

The value of profile option 'MSC_MINIMIZE_WORKORDER_CROSSOVER' is Y
MSC_DEMAND_SA_PER_THRESHHOLD. : 100.000000
MSC_MIN_SUP_DEM_PER_PEG. : 0.000000
The value of profile option 'MSC_MINIMIZE_WORKORDER_CROSSOVER' is Y
Total memory usage: 44767

There are a bunch of error messages earlier on in the log file with the following but they are not applicable and can be ignored as they were also printed in an earlier successful run of this plan before it failed:

alloc_calendar: Cannot select minimum and maximum workdates = PRD:CP-Mon-70

APP-MRP-22066: check_bounds: Invalid value of '-xxx' for the argument = 'index'
Cause: The current routine was passed an invalid value for the = specified argument.
