Upgraded Account Billed Using Incorrect Product Start Date (Doc ID 1084936.1)

Symptoms

Account is billed using incorrect product start date for upgraded account with future dated products.

Steps to Reproduce:
1- created account in BRM 6.2 environment
2- purchase product with cycle/purchase/usage start date a few days in the future
3- upgrade system to 7.3.1
4- move pin_virtual_time to end of cycle date
5- bill account.
6- the bill item' start_date of the recurrent product is not the start date as set when purchased.


Use a CYCLE_ARREAR(CA) product and allow CSR to create accounts with CA product and without modifying START_T.  Then after account creation,  CSR goes back to product tab and updates the PURCHASE, CYCLE and USAGE_START_T to a future date. /purchase_product is updated but when billing takes placed on the next billing day. Charge is from account creation date instead of the newly altered start_t
