When attempting to Save (before completing) a FA Upload Staging with a newly added meter read (on the Steps tab) the meter read is not saved so when trying to Complete the FA Upload Staging,
the following error occurs:
No "Use On Bill" meter read found for meter with Badge Number XXX.
