Ps Does Not Throw Any Exception When The Exported Report File Location Is Not Accessible (Doc ID 1085792.1)

Symptoms

In PS6.1.2 Patch 3, the report decoupling feature has been added. As part of this feature, users can download the exported files from GUI. However, if for some reason, the export location is not available/accessible, Policy Services does not throw any error back to the users nor is any error logged in the log files.
This situation is particularly alarming when shared storage area is used for report generation. It may happen that the shared storage is no accessible for some reason, however, Policy Services will not throw any error allowing user notification.

Design Documentation mentions that if report generation fails for any reason other that Weblogic Crash, the end user will be notified accordingly.
