CHANGE PASSWORD ALLOWS ILLEGAL CHARACTERS (%,&,+) BUT THEN ERRORS WHEN ACCESSING FORMS (Doc ID 1087695.1)

Symptoms

The Change Password view in User Profile allows a user (or Administrator) to enter in illegal characters into the new password (including & and % and +). The new (bad) password is accepted.

However, in subsequent log-ins by that user with the new password:
1. the user can successfully log into the WAM Home page; but
2. the user cannot open any WAM module. Instead, the user's presented with a series of error dialogs:

FRM-40815: Variable GLOBAL.RULES_LIST does not exist
Click OK
ORA-12560:TNS:protocol adapter error
Click OK
Error: Cannot find SAPI Library
Click OK
Then you receive a Logon dialog box
