CMT Does Not Populate PIN_FLD_STATE in PAYINFO_INV_T Table (Doc ID 1089566.1)

Symptoms

When migrating data into BRM using Conversion Manager Tool (CMT). Although the input XML file contains tag <Stt> in block <payInvExt> with a value, the field PAYINFO_INV_T.STATE does not get populated in BRM. Problem appears already in parsing of the input XML file into data files loaded by CMT into DB.

Replication Steps:
1) Prepare XML file with customer data, tag <Stt> in block <payInv> must not be empty.
2) Load XML file into BRM DB through pin_cmt -import
3) After loading is completed, check field payinfo_inv_t.state. Field is empty, despite the input xml was not empty.
