Error While Registering Plugins (Doc ID 1089971.1)

Symptoms

When trying to register plugins, an automation exception occurs:

com.mslv.oms.OMSException: Can not find Cartridge for the namespace:OSS_TEST Version:2.20

[plugin-register] at weblogic.rmi.cluster.ClusterableRemoteRef.invoke(ClusterableRemoteRef.java:252)
[plugin-register] at com.mslv.oms.eventengine.EventDispatcher_86q3j1_EOImpl_921_WLStub.registerTaskEvent(Unknown Source)
[plugin-register] at com.mslv.oms.automation.deploy.RegisterEventHandler.registerEvent(Unknown Source)
[plugin-register] at com.mslv.oms.deploytool.api.PluginDeploymentAPI.register(Unknown Source)
[plugin-register] at com.mslv.oms.deploytool.anttasks.OMSPluginRegister.runHandler(Unknown Source)

However, when using undeploy/unregister the other older plugins,the current plugins will get registered(Note that the unregistered/undeployed plugins are different and were for other cartridge versions).
