If_then Statement Empty String Comparison Does Not Return Expected Evaluation

The following problem was observed with the following condition in the case of .npg files:
If the value of a parameter is 0 and we are checking the condition for:
IF_THEN '%PARAM_NAME != ""'
Then the condition fails and the ELSE condition get evaluated. On the other hand , if the parameter has any value other than 0 then the condition get satisfied and the IF condition get evaluated.
