Performance Issue With Fem_pk_notnull.sql for Oracle Enterprise Performance Foundation (EPF) R12 Upgrade from R11

When upgrading from 188.8.131.52 to 12.0.4, the upgrade step which runs the fem_pk_notnull.sql is taking many hours to run due to the large number of records in FEM_BALANCES. However, a previous step, fem_femd.odf seems to be causing the issue by setting several columns to NULL which are then re-updated to NOT NULL by the fem_pk_notnull.sql.
Expect the upgrade does not waste time updating the same table columns from NOT NULL to NULL then back to NOT NULL.
The issue can be reproduced at will with the following steps:
1. Follow the instructions in the Oracle� Applications Upgrade Guide: Release 11i to Release 12.0.4, Release 12.0.4, Part No. E12011-02 documentation.
2. Use AutoPatch to run the (American English) unified driver (u6394500.drv)
