Fatal Error Connecting to Database Error When Executing a Batch from OFSAA (Doc ID 1091415.1)

Symptoms

On OFSAA, when attempting to run any batch, the batch fails and the following error appears in the $FIC_HOME/ficdb/log/date/RunProc_<Infodom Name>_BATCHTABLECLASS1_<Information Date>_1_Task1.log:

ERROR
2010-04-20 | 16:16:54 | runprocedure | SEVERE |  |  | Could not Connect to the Database from Login Information
2010-04-20 | 16:16:54 | runprocedure | INFO |  |  | After Calling execProc
2010-04-20 | 16:16:54 | runprocedure | SEVERE |  |  | Stored procedure execution failed
When checking the Batch Monitor for the batch run, the status appears with [9917] Failed with Error : Could not connect to the Source database.

The same thing occurs for any Allocations submitted or the Batch_table_class_req batch required by the post application installation step.

The issue can be reproduced at will with the following steps:
1. Launch any batch from Batch Execution.
