ORA-00001: Unique Constraint (FEM.FEM_xxxxxxx_TL_U1) Violated Creating New Member (Doc ID 1092816.1)

In Profitability Manager or Enterprise Performance Foundation Administrator, in a multi-language environment, you cannot create a new member for a dimension.  After entering the attribute information, when you click on Apply, the following error appears at the top of the screen:

ORA-00001: unique constraint (FEM.FEM_XXXXXXX_TL_U1) violated in Package FEM_DIM_UTILS_PVT Procedure Member_Insert_Row

As a result, the new member cannot be created.

Steps to Reproduce:
  1. Go to the Profitability Manager or Enterprise Performance Foundation Administrator responsibility
  2. Go to Business Rule / Configuration Rules > Dimension > Members
  3. Use "Switch Dimension" to select the dimension to update
  4. Click on "Create"
  5. Enter the Member Name
  6. Click Next
  7. Enter Attributes and click Apply
The ORA-00001 error appears.
