Process Tuning Rule Name List of Values Empty When Adding New Option (Doc ID 1092935.1)

In Oracle Financial Services Analytical Applications (OFSAA) 7.1, when you try to add a new Processing Tuning Option, there are no rules listed in the Rule Name list.  The prevents you from setting specific Process Tuning Options for a rule.  You expect to see Profitability Management Allocations or Funds Transfer Pricing processes.

Steps to Reproduce:
  1. Go to Financial Services Applications
  2. Go to Administration > Process Tuning
  3. Click on the Add button
  4. Select a Rule Type, Folder Name and Rule Step
The Rule Name list is empty.
